REQUEST FOR PROPOSALS

2022 UTILITY TERRAIN VEHICLE

1.0    Scope of Project

The Village of Rhinebeck Police Department has a requirement for a 2022 side by side, Utility Terrain Vehicle (3 person capacity). The Village of Rhinebeck is comprised of 1.53 square miles, of which 1.51 square miles is land, and according to the 2020 Census, is populated by over 2,500 people. The Village of Rhinebeck Police Department is not only responsible for the safety and security of its permanent residents; it is also responsible for providing and ensuring safety for numerous mass gathering events that draw thousands of additional people into the Village. Examples of these events are The Dutchess County Fair, the Sinterklaas festival and parade, the Sheep and Wool Festival, numerous road races, numerous parades, and other miscellaneous events. In addition to these listed events, the Rhinebeck Police Department is responsible for many other activities which require the use of a vehicle capable of carrying two (2) or more people to facilitate the transportation of personnel and equipment at such events. During these events, many areas are not easily accessible by a traditional patrol vehicle, and the large amount of pedestrian traffic inhibits the vehicular movement of law enforcements and other emergency rescue personnel. Therefore, it would be extremely beneficial to initiate the use of a Utility Terrain Vehicle (UTV) to provide law enforcement and other emergency first responders rescue service to these areas.

2.0 Specifications   

    2.1 -  One (1) 999cc, but no less than 900cc, no less than 80 horsepower, liquid cooled, four (4) valve four (4) stroke, twin cylinder, electronic fuel injected (EFI) gasoline engine.        

    2.2 –  Automatic transmission with HIGH/LOW/PARK/NEUTRAL/REVERSE

    2.3 -  Disc brakes, front and rear

    2.4 – Four wheel drive with option of two (2) wheel drive with dash mounted on/off activation switch.

    2.5 – Front and rear travel suspension

    2.6 – Two (2) inch receiver type tow hitch

    2.7 – Towing capacity of no less than 2,000 pounds

    2.8 – Minimum ground clearance of no less than 12 inches at the rear

    2.9 – Tilt steering wheel

    2.10 – Color, black or white or a combination of both.

    2.11 – Factory or dealer installed winch with 4,500 ob or better pulling power, with a dash mounted or easily accessible on/off switch.

    2.12 – Factory or dealer installed windshield with wiper washer system

    2.13 – Factory or dealer installed front and rear brush guard

    2.14 – Enclosed cab with heating and air conditioning

3.0 Delivery

UTV will be delivered to:

Delivery will be made between the hours of 8am and 4pm EST Monday thru Friday and will be FOB delivered. Rhinebeck Police Department Sergeant Peter Dunn will be contacted at least five (5) business days prior to delivery of the UTV. Sergeant Dunn will be reached at 845-876-8181 (Police Station) or 845-416-0779 (cellular telephone). In the event Sergeant Dunn is unavailable, Police Officer Peter M. Palen may be contacted at 845-876-8181.

The Village of Rhinebeck Police Department reserves the right to pick up said UTV if it is the best interest of the Village of Rhinebeck.

3.0 Warranty and repair work

The UTV will be covered under the standard manufacturer’s warranty.

Any warranty or repair work must be available within a 100 miles vehicular travel from the Village of Rhinebeck.

Only original manufacturer’s parts will be used and all warranty and repair work will be completed by an authorized dealer or an authorized repair shop.

4.0 Submission requirements

The vendor will supply the UTV with one (1) copy of brochures, owners’ manual, and any other pertinent written materials.

The vendor shall also submit two (2) copies of their proposal with one clearly marked to indicate “ORIGINAL” to

The proposal shall include a fixed price for the complete UTV.
